OEM vs ODM Skincare: Which Is Better for a Startup?

August 3, 2026

The birth of a skincare brand usually starts with an exciting product idea.

Perhaps you already have a texture in mind, or a favourite ingredient, or a particular customer you want to serve. Then you go to a manufacturer and run into two similar sounding terms immediately: OEM and ODM.

So what’s the difference between OEM and ODM skincare manufacturing — and which is better for a startup?

ODM is generally the easier and less risky entry point for most new first time skincare brands, as the manufacturer can help with formula development, packaging, testing and production. OEM may be more appropriate when the brand has a formula, a detailed product specification, or a stronger internal product-development team.

Which is best depends on how much control you want, how quickly you want to get it into the market and how much development work your team can do.

OEM vs ODM Skincare: Which Is Better for a Startup?

What is OEM in Skincare?

OEM=Original Equipment Manufacturer;

In skincare, OEM usually means that the brand provides a formula, product specification, or detailed development requirements and the manufacturer produces the product according to those instructions.

The brand has more control over the product concept generally. It may already have the formula, or work with an independent cosmetic chemist, or have very specific requirements for ingredients, texture, performance, packaging and testing.

The thing is , OEM can mean different things to different manufacturers .

Some factories use the term " OEM " to describe just about any private label service such as formula selection , packaging customisation and production . Others use the term more strictly for products which are developed from a formula owned by a customer.

That's why startups should not rely on the term alone.

Ask the manufacturer exactly what you are getting.

What is ODM in Skincare?

Original Design Manufacturer (O.D.M.)

ODM skincare manufacturing means that the manufacturer is more involved in product development. It can provide an existing formula, change an existing formula, recommend ingredients, source packaging, prepare samples and co-ordinate production.

The brand still sells the product under its own name, but doesn’t have to manage each technical step.

This can make the process that much easier for a startup.

The brand can use one manufacturer to take a general idea and turn it into a finished product, rather than hiring separate chemists, packaging suppliers, testing laboratories and production partners.

Just because a product is an ODM, doesn't mean that every product is the same.

A brand can still customise texture, fragrance, colour, ingredient direction, packaging, product name and positioning depending on the manufacturer and project.

This table gives a useful overview, but the final agreement matters more than the label.

Two manufacturers may both offer ODM and provide very different levels of customization.

Why ODM Is Often Better for a Startup

Most startup founders don’t start with a finished formula and a complete technical file.

They think of a product idea.

For example, they may want to develop a light barrier serum for young consumers, a luxury body lotion for spas or a more standard skincare range for an online crowd.

The concept is clear from the branding point of view but many technical questions are in the air.

What ingredients to use? What texture will the target customer like? Which bottle does the formula work in? What tests do I require? Which claims are permitted on the packaging?

An ODM skincare manufacturer can help you turn those questions into a viable development plan.

This is why ODM is often more feasible for first time founders. It reduces the number of suppliers they have to deal with and enables them to use existing formulas, packaging options and production systems.

It can also mitigate development risk.

A mature formula typically requires fewer revisions than a brand new formula. This can speed up the sampling process and help the brand to launch without spending too much of its initial budget on lab development.

For many startups in their first product, the goal is not to come up with the most technically complex formula on the market.

It is about launching a good product, learning what customers want and laying the foundation for future growth.

When OEM Could Be the Better Option

When the brand already knows exactly what it wants to produce, OEM may be a better fit.

Perhaps you have been working with a cosmetic chemist and have a formula. Maybe you’ve tried the product yourself, or sold an earlier version through another manufacturing partner.

Then you may not need the manufacturer to design the product. You want a factory that can replicate it accurately, source the right materials, follow the agreed specification and ensure consistency from batch to batch.

OEM is also a good fit for a well-established beauty company that is expanding into a new market.

The brand may have internal product developers, regulatory consultants, packaging designers and quality standards already in place. It knows what it wants, it wants more control over the end formula, and it doesn’t need as much help with the initial concept.

That control can be a good thing, but it also comes with greater responsibility.

The brand may need to be more closely involved with formula ownership, raw material requirements, testing, stability data, packaging compatibility and technical documentation.

That takes time, especially for a small team.

The Real Question: How Much Product Development Can You Take?

Many articles compare OEM and ODM only in terms of cost.

This is all too easy.

The more useful question is how much of the development process your team can handle well.

A founder might choose OEM because it seems to offer more control. But if the brand doesn’t have the technical expertise to evaluate formulas, packaging compatibility, testing requirements and production risks, that added control may not be beneficial.

The reverse is also true.

An experienced brand might want to launch fast and go with a basic ODM formula even though they are able to develop a custom product.

The best manufacturing model isn’t the one that sounds the most professional.

It is the one that corresponds to the current business stage.

How Does OEM and ODM Affect Cost

For ODM, it is often cheaper to start with, as the manufacturer may already have developed formulas, existing raw-material systems and proven production processes.

That doesn’t mean that all ODM projects are cheap.

The final price is still dependent on ingredients, packaging, decoration, order quantity, testing and target market.

A basic moisturiser in a regular jar won’t cost the same as a peptide serum in a customised airless bottle.

OEM projects may also have higher development and setup costs, especially if the product needs to be formulated in a new way, uses unusual raw materials, requires dedicated testing or highly customised packaging.

There may also be off-factory-quote costs such as independent formulation work, regulatory review, intellectual-property advice and further compatibility testing.

Startups should therefore compare the total project cost, not just the filling price per unit.

If the project involves formulation support, packaging coordination, quality control and documentation, then a slightly higher unit price may be reasonable.

Which Option Starts Faster?

ODM is usually faster when the brand selects an existing or lightly modified formula.

The manufacturer already understands how the product behaves during production, which packaging formats may work, and which raw materials are required.

The project still needs sampling, artwork confirmation, packaging preparation, and quality checks, but less time is spent building the product from the beginning.

OEM may take longer when the formula is new or highly specific.

More development rounds may be needed, especially when the brand requests an unusual texture, ingredient combination, fragrance, color, or product format.

Neither model should be rushed past proper testing.

A fast launch is useful only when the finished product is stable, compatible with the packaging, and suitable for the intended market.

What About Formula Ownership?

Formula ownership is a very misunderstood part of OEM & ODM skincare manufacturing.

Sometimes people think that an OEM formula is automatically the property of the brand and an ODM formula is automatically the property of the manufacturer.

In practice, ownership depends on the contract and how the formula was devised.

If a brand has its own formula, it can own that formula. If the manufacturer supplies a mature formula, it may retain the formula rights and allow the brand to sell the finished product under its own name.

A custom developed formula may be exclusive or non-exclusive, licensed or transferred to the brand under a separate agreement.

These details have to be confirmed before starting the development.

Ask if the formula is exclusive, if it can be used for other clients, if the brand can move it to another manufacturer, and if there is an extra fee to own it or be exclusive.

Clear agreements prevent future problems.

A Practical Example

Imagine there are two founders who both want to start a facial serum.

The first founder has a strong concept of the brand but no formulating experience. She wants a hydrating serum with niacinamide, panthenol and hyaluronic acid that’s lightweight. Help with texture, bottle, samples, testing & production needed.

ODM is probably the better fit.

The manufacturer can suggest a finished formulation or change an existing base to match the product concept. The founder can focus on marketing, branding and customer acquisition.

The second founder already has a serum formula tested by a cosmetic chemist. The proportions of the ingredients, the method of production, the requirements for packaging and the quality standards are clearly described.

OEM might be a better fit.

The main role of the manufacturer is to consistently produce the serum according to the approved specification.

Both founders are making private label skincare products, but they require different levels of help from manufacturers.

OEM vs ODM: What’s The Difference?

Choose ODM if you have a product idea and need help bringing it to life as a finished skincare product.

It’s often the better choice when you want faster to launch, development costs you can handle, packaging support and access to the manufacturer’s existing formulation know-how.

Pick OEM if you have a formula, a detailed spec, a technical team or a strong need for product control.

It can also be suitable when the ownership of the formula and exact production requirements lie at the heart of the business.

Before you decide, tell the manufacturer your target market, product type, texture, ingredient direction, quantity, packaging preference and target price.

A good manufacturer will be able to advise which model will be more realistic for your project.

How to Decide Between OEM and ODM

Choose ODM when you have a product concept but need support turning it into a finished skincare product.

It is often the better choice when your priorities are a faster launch, manageable development costs, packaging support, and access to the manufacturer’s existing formulation experience.

Choose OEM when you already have a formula, detailed specification, technical team, or strong need for product control.

It may also be appropriate when formula ownership and exact production requirements are central to the business.

Before making the decision, share your target market, product type, texture, ingredient direction, quantity, packaging preference, and target price with the manufacturer.

A reliable manufacturer should be able to explain which model is more realistic for your project.

How to Select an OEM or ODM Skincare Manufacturer

A good manufacturing partner should offer more than a product catalogue.

It should ask questions about customer, market, price, packaging and product positioning and then suggest a formula.

Pay attention to: sampling process, communication, manufacturing standards, quality control procedures, packaging support, available documents, export experience, reorder capability.

And you need to check what the quote includes.

Does it include the formula, bottle, label, box, filling, testing and documentation? Are there any extra charges for samples, mould development, printing plates or formula changes?

If information is clear at the beginning, it makes the project easier to handle later.

OEM & ODM Skincare Manufacturing by Xiran Skincare

Xiran Skincare provides OEM and ODM skincare services for startups, large beauty brands, distributors, salons, spas and e-commerce companies.

If you need to get to market faster, we can offer tried and tested formulas and help you modify the texture, fragrance, ingredient direction, packaging and positioning.

For more custom projects, our team will either work from a detailed product brief or help with formula development based on the brand’s target market and product requirements.

We can help you select a formula, develop a sample, source packaging, coordinate artwork, produce and quality control your product, provide a COA and MSDS and provide project based support for market documentation.

With more than 15 years experience in cosmetic manufacturing we have learned that the most successful projects come from a realistic brief, not the longest list of ingredients.

A good first question would be: what do you want to make, who is it for, where will it be sold, what feeling do you want it to have, and how many units do you think you will order?

You don’t have to know all the technical details.

That's part of what you should be solving with your manufacturing partner.

Final Answer: OEM or ODM – which is better for a startup?

For most new skincare companies, ODM is the more practical place to begin.

It offers the manufacturer’s knowledge of formulation, packaging, testing and production experience, which can cut down on development time and make the first launch easier to control.

OEM is a better option if the startup has a formula, a detailed product specification, or sufficient technical experience to oversee the development process.

This is not a decision that is permanent.

A brand can start with ODM, learn from its customers, and move into more customised OEM products as it grows.

The best model will be one that lets you ship a reliable product at no more cost, complexity or risk than your business can currently afford.
