
Finding a manufacturer for a general shampoo or conditioner is relatively easy. Finding one that genuinely understands Black and Afro-textured hair is much harder.
Products developed for straight or slightly wavy hair cannot simply be placed in a different bottle and marketed to consumers with curly, coily or kinky hair. Black hair care products often need to address moisture retention, detangling, shrinkage, breakage during styling, scalp comfort and compatibility with protective hairstyles.
The product also needs to suit the consumer’s actual routine. Someone wearing braids, locs, wigs or weaves may need very different products from someone wearing a wash-and-go, maintaining relaxed hair or caring for children’s natural hair.
As a private label cosmetics manufacturer, we regularly speak with brands that have a strong Black hair care concept but are unsure which factory is best equipped to develop it. What caught our attention is the depth of its textured hair experience. RNA states that it has worked in this category for approximately 40 years and has developed products ranging from curl creams to hair and scalp serums.
Its product capabilities include shampoos, co-washes, conditioners, leave-in conditioners, deep treatment masks, styling gels and serums. The company also offers formulation, testing, manufacturing, packaging and logistics services.

RNA may be especially suitable for an established brand that expects higher production volumes or plans to enter major US retail channels. Its large manufacturing campus and multiple filling lines provide more scaling capacity than a small boutique laboratory.
The trade-off is that a large US contract manufacturer may not be the easiest entry point for a very small brand. Before starting development, ask about minimum production quantities, development fees, packaging requirements and projected annual volume.
RNA describes textured hair as a dedicated formulation category and says its team has decades of experience producing multicultural hair products.
Best for: Premium brands seeking European manufacturing and salon-inspired positioning
HSA Cosmetics is an Italian private label manufacturer with experience in professional hair care, hair color and ethnic hair products.
Its Afro-textured hair capabilities include water-based moisturizers, sprays, mists, hydrating creams, hair masks, botanical oils, butters, protective-style treatments, serums and leave-in conditioners.
We like HSA’s approach because it does not treat all curly hair as one category. Its content specifically discusses the moisture, detangling and frizz-management needs of Afro-textured hair and distinguishes between wavy, curly and coily consumers.

HSA is likely to appeal to brands that want a premium European identity or products connected to professional salon performance. It may also be attractive to businesses selling in Europe that want formulation and regulatory support closer to their target market.
Brands should ask whether they are selecting a customizable base formula or developing an entirely new formulation, as this will affect cost, minimum quantities and development time.
HSA publicly lists dedicated private label options for Afro-textured hair, including moisturizers, masks, oils, butters and protective-style products.
Best for: Edge control, braid products and complete Afro styling collections
SunpinHerb positions itself specifically as an Afro and textured hair care OEM/ODM manufacturer.
Its range covers several products that general hair care factories do not always produce well, including edge control, braid gel, hair mousse, curl cream, styling spray and products for braided, loc’d and protective hairstyles.
The company also produces shampoos, conditioners, hair masks and oils, allowing brands to build both a treatment routine and a styling routine with the same supplier.

This manufacturer could be a strong option for brands whose identity is built around styling performance rather than basic cleansing and conditioning alone. For example, a collection containing braid gel, edge control, mousse and loc spray would be more aligned with SunpinHerb’s visible specialization.

OrganiGrowHairCo is a US-based, Black-owned and woman-owned manufacturer offering private label and custom formulation services.
Its existing brand philosophy is strongly connected to hair porosity and textured hair. The company develops products for low-, medium- and high-porosity hair, including products designed for curly, coily and 4A–4C textures.
This makes OrganiGrowHairCo particularly interesting for brands that want their product development partner to bring both manufacturing knowledge and direct cultural understanding of the Black hair care consumer.

As with any low-MOQ private label project, brands should ask whether the formula is exclusive, whether other customers can purchase the same base and how much customization is possible without moving into a higher MOQ.

There is no single manufacturer that is right for every Black hair care brand.
For a smaller brand seeking flexible OEM/ODM production and international packaging support, Xiran Skincare, Awilke Branding or LissCreation may be practical starting points.
For a styling-focused range built around braids, locs, edge control or mousse, SunpinHerb or Beslo Cosmetics may offer a more relevant product base.
For US manufacturing and deeper custom development, GLM Labs or OrganiGrowHairCo may suit boutique brands, while RNA Corporation and Cohere Beauty are more aligned with companies preparing for larger-scale production.
For premium European positioning, HSA Cosmetics is one of the stronger options on this list.
The best decision depends on your target market, launch budget, expected order volume and how much formula differentiation your brand actually needs.
The Black hair care market does not need more generic products with new labels. Consumers are looking for formulas that understand their routines, textures and real styling challenges.
For that reason, I would not choose a manufacturer based only on price, ingredient trends or the number of formulas in its catalog.
I would look for a partner that asks detailed questions, provides realistic samples, accepts performance feedback and understands that textured hair is not a single hair type.
A good manufacturer should not simply agree to every product idea. It should help the brand identify what is technically realistic, commercially viable and genuinely useful to the consumer.
That is the kind of manufacturing relationship that can support a Black hair care brand beyond its first production order.
