
If you’re looking for a private label skincare manufacturer, chances are you don’t need another article telling you that each and every factory offers “high quality,” “excellent service” and “innovative formulas.”
What you really need to know is a lot more practical:
Which manufacturers are worth adding to your shortlist?
Perhaps you’re getting ready to launch your first serum or moisturiser. Perhaps you already run a beauty brand and want to move away from your current supplier. Or maybe you want a manufacturing partner who can take you beyond ready-made private label products into custom formulation.
Those situations need different manufacturers.
It needed to clearly offer private label, contract manufacturing, OEM or ODM services, not just sell finished skincare under its own brand.
Second, skincare had to be a big part of its manufacturing business.
Third, I contacted available public information for areas such as formulation, manufacturing, packaging, quality systems, MOQ or project process.
I also wanted geographic diversity, because locati0n impacts a lot more than shipping.

I included Apollo because it’s on the more established end of Canada’s private label personal-care manufacturing industry.
It is Canada’s largest private label and control-label personal-care manufacturer, Apollo says. It also provides contract manufacturing for national brands and other companies. It has product capabilities in categories like skincare, hair care and body care.
And that tells me right away something about where I would put Apollo on a shortlist.
This is not the company I would go to automatically because I want to test 100 bottles of my first serum.

Were I to have a serious retail strategy, anticipate meaningful production volume, or seek a Canadian manufacturing partner to support a broader personal-care portfolio, I would look at Apollo.
The company also says it operates to GMP standards and has dedicated quality assurance and quality control functions.
I included Apollo as it is the larger scale end of Canada’s private label personal-care manufacturing industry. Its wide range of skin care and personal-care capabilities are particularly relevant for established brands and retail programs rather than just for little startup launches.
If your brand is one to consider, look to Apollo:
Enquire about the MOQ for your product and whether the same facility produces the category you need. You should also look at development fees, packaging needs, testing, lead time and production capacity for your anticipated order volume.

NF Skin interests me for nearly the opposite reason.
The company currently has a white-label program with more than 200 stocked products, and lists a MOQ as low as one unit per product for its Real-Time Inventory program. It also sells custom development and made to order products separately.
This distinction is very important.
A white-label MOQ of one unit is not an invitation to ask a lab to develop a totally exclusive serum, design custom packaging, and manufacture one bottle.

This means the manufacturer has a ready-to-go or production formula and inventory system that can be used to brand the product in smaller quantities.
NF Skin also produces in the United States, and describes GMP-compliant facilities and skincare capabilities including cleansers, moisturisers, serums, masks and sun-care products.
I included NF Skin for its manufacturing model that is particularly interesting for brands who want to enter the market without committing to a large first production run. Its stocked white-label program offers a useful contrast to manufacturers that are mostly focused on fully customised development.

Please confirm if the MOQ quoted is for a stocked white label product, made to order product or custom formulation. These are different manufacturing models, and can have very different costs, lead times and customisation options.

If you want to present yourself as “Made in Switzerland” then Intercosmetica is one of the manufacturers I would consider.
The company develops private label skincare formulations and offers contract manufacturing for brands with their own formulas. Its services include formulation, manufacturing, filling and final assembly in Switzerland.
This is a different value proposition than primarily competing on manufacturing cost.
Some brands have the country of origin as part of their commercial story.
A premium Swiss developed and manufactured facial serum may be priced very differently than a mass-market private label product.

Intercosmetica also offers both existing private label formulations and custom skincare development, giving brands more than one way to production.
I included Intercosmetica because it exemplifies a premium European manufacturing model where country of origin can become part of the brand positioning. Its mix of private label and custom formulation also provides brands with more than one avenue into Swiss skincare manufacturing.
Intercosmetica may be relevant if your brand is focused on:
Check the MOQ, product development fees and testing requirements for your project. If you intend to market the finished product with a claim of Swiss origin, you should also check exactly which manufacturing operations are carried out in Switzerland and whether your finished product meets the requirements for the origin claims you intend to use.

Herrco is one of the easier to evaluate manufacturers, because it offers one of the pieces of information that buyers often have a hard time getting:
MOQ: Its current website indicates that it requires a minimum order size of 5,000 units per SKU and provides a full-service manufacturing process that includes formulation, ingredient and packaging sourcing, production, filling and labelling.
It manufactures facial washes, exfoliators, toners, masks, serums, moisturisers, gels and creams and other beauty categories.

Herrco also says its cosmetics are manufactured according to GMP requirements in the form of ISO 22716.
I threw Herrco in there because they have pretty transparent public info on their manufacturing model and MOQ. That transparency helps a brand know early on whether the manufacturer is a good commercial fit for its project.
Herrco may be worth considering if your brand:
Please confirm if the 5,000-unit MOQ is for each SKU individually.
If you want to launch multiple products at the same time, ask the MOQ and price structure for each product separately. You should also check if packaging components have their own minimum quantities.

If Made in Italy is a commercial value for your skincare brand I would look at HSA as the manufacturer.
The company was founded in 1982 and manufactures private label hair and skincare products. HSA currently operates in 90 countries on five continents with a library of about 1,000 hair- and skincare formulations, according to the company.
But what I find particularly relevant is its positioning around customisation, not only white labelling.
HSA stresses that its skincare line is private label (not the more generic white label) and points to its in-house formulation and packaging capabilities.

This is more interesting for a brand looking to build a differentiated product than for a founder who just wants to slap a logo on an existing serum as fast as possible.
I added HSA as it has a strong Made-in-Italy positioning, brings together private label skincare manufacturing with significant formulation experience. It is more relevant to brands that are looking for product development and differentiation than businesses that are looking for just a basic ready to label product.
HSA may be suitable if your brand wants:
So ask how much of the proposed formulation will actually be developed specifically for your brand.
You should indicate whether the formula is existing, modified or exclusive. You should indicate who owns the final formulation and if exclusivity terms are available.

China's biggest advantage is not just lower cost of manufacturing.

PLDL is a Singapore based cosmetics manufacturer established in 2002. Its current official information describes ISO 22716-certified cosmetic GMP manufacturing as well as R&D, custom formulation, filling, packaging, branding and labelling services.
The company's current skincare portfolio features cleansers, toners, creams and serums, with custom formulation available.
That combination makes PLDL interesting to founders who want manufacturing in Singapore but aren’t necessarily starting from a completely finished formula of their own.

I added Private Label Derma Lab because it is a real Singapore-based manufacturing option with existing skincare products, custom formulation, as well as OEM and ODM services.
PLDL may be relevant if your brand:
Don't assume one minimum applies to all products, ask for the MOQ for your specific formula and packaging combination.
You’ll also want to look into sample costs, options for customisation, testing requirements and documentation the manufacturer can provide for the countries you want to sell in.

For a brand that is built on J-Beauty, I wouldn’t necessarily make the product somewhere else and market it only with Japanese inspiration.
I would look into a Japanese manufacturing option for real.
OEM Co., Ltd. is a Tokyo based cosmetic contract manufacturer offering private label and OEM development. Currently, the company provides manufacturing information for skincare, hair care, body care, makeup and other product categories. The company also supports brands preparing for overseas distribution.
The company has also said publicly that it is working with smaller lots, but buyers still need to confirm the real MOQ for the product they are selecting.

I included OEM Co., Ltd. because they offer brands a real Japanese manufacturing option, not an inspired by Japan product made somewhere else.
For brands where J-Beauty or Made-in-Japan positioning is a core part of the brand concept, manufacturing origin can be an important part of product credibility.
OEM Co. may be worth researching if your brand:
Don't just use the term small lot manufacturing.
Please ask for the true MOQ of your chosen product, formula and packaging. Please also advise if there is an additional cost for smaller quantities of production and if you can source the packaging you require at the same MOQ.

If natural or certified-organic skincare is central to the product strategy and not just another marketing phrase, then Cawarra is the manufacturer I would research.
The Australian firm claims to have been manufacturing for over 40 years and positions itself as an early specialist in natural skincare manufacturing. It can create not just skincare but also broader natural personal care.
Cawarra also publishes information about certified-organic manufacture and claims that its cosmetics operation complies with ISO 22716 GMP requirements.

I put Cawarra in because it looks like natural and organic manufacturing is a core part of what they do, not just a marketing category.
This is especially relevant for brands where natural ingredients, certified-organic positioning or Australian manufacturing are key elements of the product concept.
Cawarra may be worth considering if your brand focuses on:
If organic or natural certification is important to your marketing, ask what is certified.
Check the certification for relevance to the manufacturing facility, ingredients, formula or finished product. You should also ask about formulation restrictions and costs that would apply to your own product, and what additional documentation you'd need.

Another very different manufacturing profile is from Goodness of Nature.
Founded in 2015 within a longer-established business of essential oils, fragrance, botanical extracts and related raw materials, the company says. It now provides private label and custom manufacturing for skincare and other personal care categories.
What fascinates me is the link between finished product manufacturing and its in-house roots in essential oils and botanical materials.
“For a brand built around botanical oils, herbal positioning or natural personal care that can be a relevant capability to explore.”
The company also reports large production capacity numbers for tubes, bottles and bulk manufacturing, tho I would take those as company reported numbers and verify the capacity relevant to my own product before contracting.

I included Goodness of Nature because it brings a different manufacturing profile to the comparison, particularly with its experience in botanicals, essential oils and natural personal-care products.
It also provides an alternative to China, Japan and Singapore for brands looking to source in Asia.
Goodness of Nature may be worth researching if your brand is developing:
As the above manufacturers show, there’s no one type of private label skincare partner that suits every brand. NF Skin or Xiran are manufacturers with mature formulas, stock packaging and lower MOQs and may give you more flexibility if you’re launching your first product.
If premium European positioning or deeper custom formulation is your priority, you might want to consider companies like Intercosmetica, Herrco, or HSA. Manufacturers such as Cawarra may also be of interest to brands that focus on natural or organic skin care. Established brands with larger production programs may give more weight to scale of manufacture and operational capacity.
The key is to match the manufacturer with your product, order volume, level of customisation and target market.

Private label and custom formulation are for different stages of a skincare brand. Private label usually starts from an existing or mature formula which can cut down development time, cost and MOQ. Custom formulation means you have more control over ingredients, texture and product positioning, but it generally takes more time, testing and investment.

In my experience I’d usually recommend private label for brands looking to get their feet wet quickly, and custom formulation more when the product itself needs to be a significant point of differentiation.
Many brands don't have to pick one model forever. One practical way might be:

This allows you to validate demand first, then invest more in product development as your brand grows.
Finding a private label skin care manufacturer is more than simply finding a company that can put cream into a jar, it’s about finding a manufacturing model that fits the stage and needs of your brand. If you are testing your first product, flexibility, lower MOQs, and inventory risk may matter the most.
If you already have distribution, the importance of production capacity, consistency and scalability grows. Premium skincare brands may be more concerned with formulation knowledge and where the product is made, whereas brands that are built around having a unique formula should look beyond the traditional white-label manufacturing.
That’s why I wouldn’t ask “Who is the best private label skincare manufacturer in the world?Instead I’d ask, “What are the three best manufacturer matches for the product and business I’m actually building?“ Begin with that, then request samples, compare the same specifications and investigate each manufacturer before you commit to a large production order.
