
Finding a cosmetics manufacturer sounds easy enough, until you actually go and do it.
Type “cosmetics manufacturer” into Google and you will be presented with hundreds of factories all promising private label, OEM, ODM, custom formulation, low MOQ, fast samples and international certifications. Initially it feels helpful to have this many options. Days later it can feel like the reverse.
Which factory really makes the kind of product that you want? MOQ: What is the minimum order quantity When you say “custom formulation,” do you mean creating a formula from scratch, or changing the scent of an existing base? Does the GMP certificate apply to the site where your order is being made? And what is really being claimed when a supplier says they are “FDA approved”?
I approach these questions from the manufacturing perspective, and one thing becomes clear very early: finding manufacturers is often easier than finding one that fits the project.
That makes a difference.
A factory can be a valid partner and still be the wrong partner for your brand because their minimum quantities are too high, their formulation capabilities don't match your product, their packaging model doesn't fit your launch budget, or they're not set up to support the market where you plan to sell.
So I wouldn’t start with, “Where can I get a cosmetics manufacturer?”
I would start with defining what I need that manufacturer to do.

Define your product, target market, budget, expected quantity and level of customisation to identify a cosmetics manufacturer. Then decide if you need private label, OEM, ODM or custom formulation. Search for suppliers through search engines, industry platforms, trade shows, referrals and professional networks. Compare product expertise, MOQ, samples, testing, packaging, regulatory support, lead time and total project cost before approving production.
One surprisingly common inquiry goes something like this:
I want to do a vitamin C serum, hey. Price to send.
That sounds like a reasonable request from a Buyers perspective.
From the point of view of the manufacturer it leaves most of the project undefined.
What country are you selling to? Do you want a formula that already exists or exclusive? What type of vitamin C system are you looking into? What texture do you need? Stock packaging or custom-made packaging? Five hundred or twenty thousand? Premium glass dropper or cheap pump bottle? What retail job do you want to get?
Two factories can give wildly different prices for the same vague inquiry because they are not actually quoting the same product.
I would produce a one-page product brief before asking for quotes. It doesn’t have to look like a technical specification by a chemist. It just needs to give a manufacturer enough information to understand the commercial direction.
At a minimum, I want the brief to define product category, target customer, destination market, approximate quantity, preferred formula direction, packaging style, target price range and launch timing. If there are ingredients or claims that are important to the brand, these should be included as well.
This step is useful for more than just helping the factory . It makes quotations comparable .
A $2.40 serum from one supplier, and a $3.10 serum from another, tells me almost nothing without a common brief.
I would also work out how much product development I actually need before I start looking for a cosmetics manufacturer.
The cosmetics industry doesn’t have a totally standard set of terminology, so I don’t just go by the labels a factory uses on its website. I ask what the service actually is.
“With private label I’m generally expecting to pick a formula that’s already out there, pick packaging that’s out there, put branding on it and get toward production pretty fast. This can be useful for a first launch since development cost and risk are lower.
ODM is typically somewhere in between off-the-shelf private label and full bespoke development. A manufacturer might take an existing platform and alter texture, fragrance, colour, featured ingredients or packaging. The extent of customisation permitted varies considerably.
Different suppliers also use OEM in different ways. In some projects, the client has a formula or a detailed technical specification already and wants the factory to manufacture it. In others, manufacturers use OEM as a generic term for customised production.
Then there’s full custom formulation, where the development process starts with a product brief instead of a ready-made formula. This can include several laboratory samples, raw-material decisions, performance adjustments, stability work, packaging compatibility and other development time.
If a manufacturer's website says "OEM/ODM" I don't assume I know what I'm getting.
I would say:
Who makes the formula? What can I alter? How many samples rounds are there? Is the formula unique? Who owns it? What pre-production tests are performed?
Those answers are much more useful than the acronym.
When I narrow a long supplier list, I think about six types of fit rather than searching for one factory that is supposedly “the best.”

Product fit comes first for me.
A factory that mainly produces color cosmetics may be capable of making skincare, but that doesn't automatically make it my first choice for a technically difficult emulsion. Likewise, a strong skincare manufacturer may not be the ideal source for highly specialized aerosol products.
I prefer evidence of repeated experience in the category I'm buying.
Google is still your friend. LinkedIn, trade shows, industry directories, supplier platforms, also referrals from packaging suppliers and professional networks.
Overseas sourcing can help to make an initial list through platforms like Alibaba, Global Sources. For more established brands, you can take advantage of trade shows like Cosmoprof and supplier events where you can meet companies and see products in person.
But I don't rely too heavily on any one sourcing channel.
A factory being at an expensive trade show does not mean it is a good factory. A supplier on Alibaba is not necessarily a bad one. A shiny Google website doesn't tell me what the production floor looks like.
It is less important where I found the factory than how I verify it.
I tend to make a big list first, then I'll narrow it down.
This approach also facilitates geographic comparisons. A local U.S. or European manufacturer could mean easier communication, shorter freight routes, and easier site visits. Asian manufacturers could provide more packaging choices, integrated supply chains, or varied cost structures. None of these benefits are universal.
I would use the project to decide, not use "local" or "overseas" as a quality grade.
One of the most attractive phrases on a cosmetics manufacturing website is low MOQ.
It can also be one of the most misleading, if no one defines what it is.
Let’s say a manufacturer says:
MOQ: 1000 pcs.
Easy peasy.
But is 1000 the minimum for the formula?
Does the bottle supplier also take 1,000?
And the box?
What if I want a bottle in a custom Pantone colour?
What if I want screen printing instead of a label?
What if the packaging requires a new mould?
That 1,000 piece manufacturing MOQ does not mean that you can purchase each customised component in 1,000 pieces too.
This is something beauty founders tend to undervalue. Sometimes it’s not the formula that breaks the budget. But the packaging does.
When I ask about MOQ, I divide it into formula MOQ, filling MOQ, stock packaging MOQ and customised packaging MOQ.
If a supplier can explain those numbers clearly, I trust the quote a lot more.
Cheap manufacturing is surprisingly expensive.
Let’s say Factory A is quoting $2.75 per unit and Factory B is quoting $3.30.
Factory A is cheaper until you know laboratory samples, custom fragrance, printed cartons, compatibility testing and final assembly are not included
Most of them might have been in Factory B.
That is why I like to compare project scope before I compare unit price.
Please let me know if the quotation is inclusive of bulk formula, primary packaging, decoration, cartons, labels, filling, assembly, testing and export packing. The development fee, the cost of shipping samples, tooling and third-party regulatory work should be itemised separately.
Another issue is goods. EXW, FOB and DDP are not equal quotes.
That’s not a helpful comparison:
What supplier has the lowest unit price?
It is;
So what will it realistically cost me to get this approved product to market?
That question results in drastically different buying decisions.
This is where I would spend more time than most first-time founders would expect,
I begin with basic identity.
Is the company name on the quotation consistent with the company name on certificates? Same manufacturing address? Is the company apparently the owner of the facility, the operator, or just a third party that subcontracts production elsewhere?
Outsourcing is not necessarily a problem. The problem is that you don’t really know who’s making your product.
Next, I check the manufacturing and quality info.
I want to hear about raw material controls, batch records, in-process checks, finished product inspection, traceability and how they deal with deviations or failed batches.
If I get certificates I look at the certificate holder, the facility address, the scope, the issuing organization and validity rather than a logo on a webpage.

Regulatory support matters, but I don't expect a cosmetics manufacturer to perform every compliance role for my brand. What I do expect is accurate information and a clear understanding of the market where the product will be sold.
For the U.S., I am particularly cautious when a supplier describes itself as an “FDA-approved cosmetics manufacturer.” Under MoCRA, applicable cosmetic manufacturing facilities must register with FDA, and responsible persons have product-listing responsibilities. For EU and Great Britain projects, the questions are different. I want to know whether the manufacturer can provide the formula, manufacturing, testing and product information needed by the Responsible Person and safety assessor.

I also treat ISO 22716 as one part of manufacturer qualification rather than a guarantee that every finished product is automatically compliant. GMP tells me something important about how a factory controls manufacturing, but I still need to consider the formula, testing, packaging compatibility, labeling and destination-market requirements separately.
In other words, I am less interested in how many certification logos appear on a factory website and more interested in whether the manufacturer can explain what those credentials actually mean and what documentation it can provide for my project.
I would never choose a cosmetics manufacturer from a catalog alone. A catalog shows what the factory wants to sell; a sample tells me whether the product actually fits the brief.
When reviewing samples, I look at texture, fragrance, color, viscosity, absorption, after-feel and packaging performance. But a sample that feels good today is not automatically ready for production. Depending on the product, I also want to understand how the manufacturer handles stability, microbiological testing, preservative challenge testing and packaging compatibility before bulk filling.
Packaging needs the same attention. Stock bottles and jars usually keep MOQ, cost and lead time under control, while custom colors, printing, decoration or molds can increase all three. For a first launch, I would not spend heavily on proprietary packaging unless it plays an important role in the brand. A strong formula in well-designed stock packaging is often a safer way to test demand.
I also clarify formula ownership before paying development fees. If I select an existing private-label formula, I normally assume other brands may use it too. If I pay for custom formulation, I want the agreement to explain whether the formula is exclusive, whether I receive the complete formulation and whether I can transfer production to another manufacturer later.
Lead time deserves the same clarity. “30 days” means very little unless I know when the clock starts. I ask whether production timing begins after the deposit, final sample approval, artwork approval or packaging arrival.
Breaking the timeline into sampling, packaging procurement, bulk production, filling and final inspection gives me a much more realistic launch schedule.
I don't expect perfect communication every day, but I do look for consistency.
A few things make me cautious: unclear MOQ explanations, pressure to place a bulk order before approving samples, vague answers about testing, careless claims such as “FDA approved,” or pricing that is dramatically lower without explaining what has been excluded.
The first inquiry usually tells me a lot. I give the supplier the product category, target market, estimated quantity, formula direction, packaging idea and launch timing, then ask about MOQ, samples, customization, testing and lead time.
If the answer is only:
“MOQ 1,000 pcs, best price, send logo.”
I still know almost nothing.
A stronger manufacturer usually asks questions back because it is trying to understand the project rather than simply close an order.
By the time I narrow the list to two or three manufacturers, I use something closer to this:

Notice that price isn't missing.
I just don't put it at the top.
A factory that is slightly more expensive but prevents a packaging mistake, detects instability before launch or gives you a realistic regulatory document package can easily become the cheaper supplier in the long run.
When brands come to us with a new cosmetics project, I’m more likely to get started with the product brief than just fire off hundreds of formulas.
It makes the conversation more efficient for both of us.

A full-service manufacturer should be able to take that brief and translate it into a tangible development path, whether that’s selecting a proven private-label formula, tweaking an existing platform or developing something more custom. From there it’s on to sampling, packaging, testing, documentation, production and final inspection.
I also think a good manufacturing partner should be able to tell you when an idea doesn’t make commercial sense.
Pretending a request for 500 units in a completely custom bottle with a 10,000 piece packaging MOQ is straightforward doesn’t help anyone.
In fact, the best manufacturing advice is often to dumb-down the first launch.
This is the kind of conversation I want to have when selecting a long term supplier.

If I were starting a beauty business today, I wouldn’t be looking for the cosmetics manufacturer with the biggest factory, lowest MOQ or the longest certificate list.
I would look for the manufacturer that has the capabilities to match the actual project.
This means defining the product before asking for prices, understanding if private label or custom development makes sense, separating formula MoQ from packaging MoQ, checking what is included in every quote and verifying regulatory claims instead of accepting marketing language.
Sample size is important. Testing counts. Packaging counts. Formula ownership is important. Communication is important.
And how much regulations matter depends on where the product will be sold.
Once those pieces are clear, looking for a manufacturer is much easier because you’re not comparing hundreds of companies who all say “OEM/ODM cosmetics factory.”
You’re comparing against a much smaller group that can actually build your product at your scale for your market.
That’s when I’d really start talking about price.
Start with 5–10 potential manufacturers and narrow the list using product-category experience, samples, MOQ, quality controls, regulatory support, packaging capability and communication. I would not approve production until I have verified the legal company, relevant manufacturing site and documentation and have tested an acceptable sample.
A practical skincare MOQ can range from roughly 500 to 5,000 units, but there is no universal industry minimum. Ready-made formulas and stock packaging may support lower quantities, while custom formulas, bottles, printing or molds can push component MOQs significantly higher. Always ask for the formula MOQ and packaging MOQ separately.
Yes, some private-label manufacturers support runs around 500 units, particularly when you use an existing formula and stock packaging. Full custom formulation or highly customized packaging is less likely to work economically at that quantity.
Choose private label when speed, lower development cost and lower risk matter most. Choose custom formulation when product differentiation, formula ownership or a specific technical concept justifies the extra development time and budget. Many brands begin with private label or semi-custom development and move toward proprietary formulas as volume grows.
