Top 10 Personal Care Contract Manufacturing Companies for Beauty Brands

September 13, 2026

It’s not that hard to find a company to manufacture shampoo, serum, body lotion or facial cream.

It’s much harder to find a manufacturing partner that fits with the way your brand actually operates.

When I am evaluating personal care contract manufacturers I don't start with a list of formulas or ask who has the biggest factory. I want to know how the manufacturer deals with brands.

“Can they take an idea from a brief through to a finished product?” Have they got their own formulation team? Can they do packaging? Are they OK with the volume of production I need? Are they making the product category I am building regularly? And if they grow, can they grow with the brand?

Those questions matter, because the companies in this guide are very different.

Some operate giant international manufacturing networks, and are designed for well-known consumer brands. Others are more flexible and may be a good fit for a new skincare or personal care company that needs custom formulation, lower production volumes and more hands-on project support.

For this guide, I reviewed ten manufacturers with established capabilities in skincare, haircare, body care, hygiene, sun care and related personal care categories. I mainly concentrated on information published by the manufacturers themselves, such as product capabilities, R&D, manufacturing services, quality systems and international reach.

1. Xiran Skincare

Xiran Skincare is a China-based contract manufacturer of cosmetics and personal care products. The company manufactures for skincare, body care, hair care and mother-and-baby care.

I think Xiran’s relevance to this list is the flexibility.

A brand can come in with a formula that already exists and needs to be manufactured or they can come in with just an idea like:

“We’re looking into launching a barrier-repairing skin care range in the U.S.”

Those are very different projects.”

Xiran supports OEM, ODM and product-development projects in formulation, packaging, filling, production and quality control. It also has public manufacturing information that shows 12 production lines, a formula library of over 10,000 formulas and multiple personal care categories.

Products may include:

  • Face Washes
  • Toners
  • Serum's
  • Creams & Masks
  • Lotions for the body
  • Body washes
  • Hair care
  • For males
  • Treatment with sunscreen and special skin

One of the advantages that I think of working with a manufacturer like Xiran for a startup is that you don’t necessarily need the same development model as a multinational company.

A brand can begin with a ready-made or semi-custom formula, test the market and then shift to more customised products.

Xiran also offers packaging customisation and international documentation support, which can reduce the number of suppliers a smaller brand needs to coordinate.

Best for: Startups, growing skincare and personal care brands, brands seeking China-based OEM/ODM manufacturing, and businesses in need of formulation + packaging support.

2. Voyant Beauty

Voyant Beauty is a leading contract development and manufacturing organization for beauty, personal care and household product brands.

Its manufacturing network includes the United States, Canada and Europe with capabilities in skin care, facial cleansers, hair care, body care and hygiene, soaps, fragrance, aerosols and other categories.

What strikes me is that Voyant is not just presenting itself as a factory.

Swirling abstract design in blue and teal with text overlay promoting a vision of future beauty and innovation.

Its model includes areas like:

  • Product development.
  • R&D
  • Test
  • Engineering pilot
  • Scaling up plants
  • Quality control
  • Manufacture

That makes it more relevant when a company needs an integrated CDMO, not just filling and packaging.

But brands should check the actual MOQ for their specific category. Voyant also says it supports run-size flexibility, including lower minimums via higher-volume manufacturing.

If I had a scaling consumer brand and was looking for a manufacturing partner that could support that growth in complexity and scale, I’d be paying close attention to Voyant.

Best for: Scaling personal care brands, legacy CPGs, and companies that need North American or European manufacturing infrastructure.

3. kdc/one

kdc/one is one of the biggest names on this list.

It provides end-to-end product development and manufacturing for beauty, personal care and home care, including ideation, formulation, packaging development, filling, regulatory support and manufacturing.

Personal Care Contract Manufacturing Companies for Beauty Brands

Personal care capabilities include:

  • Skin Care
  • Hair care
  • Shower and bath
  • Body care products
  • mens grooming
  • Deodorants
  • Make-up
  • Perfumery products

It's a big scale. kdc/one has 25 manufacturing sites, 26 R&D centers and innovation hubs and almost 15,000 employees worldwide.

If you are running multiple categories, markets or high volume programs, that scale can work to your advantage.

But I wouldn't assume that the largest manufacturer is automatically the right one for a young brand.

Yet a startup should ask:

  • Is your production model suitable for my order volume?
  • What is the R&D interest my project will create?
  • Development Fees What are development fees?
  • What are the minimum order quantities per category?

Best for: Multinational corporations, established beauty brands and complex multi-market manufacturing programs.

4. FAREVA

Another very large global contract manufacturing group is FAREVA.

The company, which was founded in 1981, operates across beauty, makeup, pharmaceuticals and other industries, according to its current corporate information. It has 42 international sites and around 13,000 employees.

Personal Care Contract Manufacturing Companies for Beauty Brands

Its beauty section includes:

  • Body care and personal hygiene
  • Hair care
  • Skin care and facial cleansers
  • Personal Hygiene
  • Oral Health
  • Sun Protection

"I like the way FAREVA separates its manufacturing models.

The brand can either opt for a ready-made formula for subcontract manufacturing, develop a custom product with the laboratories of FAREVA, or select a turnkey product for a faster launch.

Its beauty operation also boasts a portfolio of more than 400 formulas, some 150 R&D colleagues and about 1,000 customer projects a year.

This is a manufacturer I would consider if industrial scale, international infrastructure and broad packaging capabilities are more important than startup level flexibility.

Best for: International brands with a well-established presence, high volume personal care production and companies requiring global manufacturing resources.

5. Prime Matter Labs

Prime Matter Labs is a U.S.-based contract manufacturer of beauty and personal care products with facilities in Miami, Los Angeles and New York.

The company’s core competencies are:

  • Skin care
  • Sun care
  • Hair care
  • Body care

The company provides end to end development and manufacturing services such as R&D formulation, project management, filling, finishing, certification and testing.

Personal Care Contract Manufacturing Companies for Beauty Brands

Prime Matter Labs says its team has been in beauty contract manufacturing for some 40 years, giving it a different profile than more recent private-label operations.

This is a company I would look at for brands where formulation performance is important, like sun care, more technical skin products, or products that require experienced scale up.

Best for: U.S. brands, skin care, body care, hair care and sun-care projects that require strong R&D support.

6. Intercos Group

Intercos is one of the most established global beauty manufacturers on this list.

The Italian group has been active in cosmetics since 1972 and covers makeup, skincare and personal care. It now has a network of global manufacturing facilities, research centers and commercial operations on several continents.

For personal care, Intercos works across areas including:

  • Face and eye care
  • Cleansing
  • Body care
  • Hair care
  • Men's grooming

Innovation is at the core of the company’s skincare operations, with the ability to tailor formula portfolios and undertake internal research into active ingredients.

I would look at Intercos if the project requires more than manufacturing capacity.

Its strength is in the combination of:

Trend intelligence + formulation + ingredient technology + product development + global manufacturing.

This makes it particularly relevant for prestige brands and companies where innovation in products is key to positioning.

Best for: Premium, prestige and innovation led beauty brands.

7. HSA Cosmetics

HSA Cosmetics is an Italian private label and contract manufacturer founded in 1982.

It started with hair colour expertise and has grown to haircare, skincare and body care. HSA works with over 200 brands in more than 90 countries, offering custom formulation, packaging and regulatory support.

What I find interesting about HSA is its view of customisation.

It prefers to concentrate on personalised formulas, product ideas and brand development rather than pushing standardised white-label products.

It has a portfolio of around 1,000 formulas for its skincare operation and also supports custom manufacturing.

That combination can be a good fit for brands who want a faster start but still care about differentiation.

“HSA is a very strong player in haircare too, so I would look at it for a brand that wants to build both skin and hair categories with a Made in Italy positioning.”

Best for: premium European beauty brands, professional hair and skincare brands and companies looking for Italian manufacturing.

8. Dynamic Blending

Dynamic Blending is a U.S. based turnkey contract manufacturer that offers formulation, manufacturing, branding, package design, sourcing & fulfilment.

I think its model is especially relevant to founders who don’t already have an experienced internal product development team.

Rather than saying:

Send us the ready to use formula.

Dynamic Blending can work with the brand from the idea stage and help make that idea manufacturable.

Personal Care Contract Manufacturing Companies for Beauty Brands

The company provides in-house formulation development, R&D and manufacturing services and focuses on developing scalable, compliant and commercially viable formulas.

Dynamic Blending also boasts lower minimum-order flexibility, although the actual MOQ has to be confirmed for each formula and package.

That can be appealing for a newer U.S. brand looking for more direction than a typical large contract manufacturer can provide.

Best for: Startups, emerging U.S. brands, and companies looking for turnkey development under one roof.

9. Nutrix

Nutrix is a Salt Lake City based personal care contract manufacturer offering product development from concept through manufacturing, filling, packaging and logistics.

Its categories include:

  • Skincare
  • Hair care
  • Body care
  • Oral care
  • Cosmetics

The company has its own R&D laboratory and supports both completely new formulas and modifications to existing products.

Personal Care Contract Manufacturing Companies for Beauty Brands

Nutrix also makes public certifications and quality systems such as NSF ISO 9001 and SGS ISO 22716, an FDA-registered facility, and organic-related certifications.

One thing I like about its model is that it gives brands several entry points.

You can:

  • Bring an existing formula
  • Develop a custom formula
  • Modify an existing formula
  • Use private label options

This can make the manufacturer relevant to both newer businesses and the more established businesses.

Best for: U.S. personal care brands, organic and natural positioning, skincare, body care, and companies requiring full-service manufacturing.

10. Vitelle Labs

Vitelle Labs is a Canadian manufacturer that is a lot more specialised as compared to some of the global companies above.

The emphasis is on professional skincare.

Based in Vancouver, Vitelle has been in business since 1997 and works with skincare brands, dermatology-related companies, plastic surgeons, med spas and aestheticians.

Personal Care Contract Manufacturing Companies for Beauty Brands

The company provides both:

  • In-stock private label products
  • Custom formulation and contract manufacturing

One thing that really stood out to me was their small-batch approach.

Vitelle says that for custom formulation and manufacturing, minimums can start at 20 litres, which may be attractive for professional skincare businesses that don’t need mass-market production volumes.

It therefore has a very different positioning than kdc/one or FAREVA.

If I was developing a medspa, clinic or aesthetician driven skincare brand, Vitelle would make more sense to look into than a huge multi-national manufacturing platform.

Best for: Professional skincare, med spas, aestheticians, dermatology-focused brands and smaller custom skincare programs.

How to Choose a Personal Care Contract Manufacturer

If I were to select a personal care contract manufacturer, I would not just consider price and production capacity. Look for a partner with proven experience in the product category you want to develop, whether it’s skincare, hair care, body care, sun care or another personal care segment.

I would also look at their formulation capabilities, MOQ, packaging support, testing procedures, quality systems, certifications, lead times and their experience exporting to your target market.

My recommendation would be to send the same product brief to a few manufacturers, compare the samples, quotations, communication, documentation and proposed development process before making a final decision. A good manufacturer should be able to tell what is realistic, spot possible problems with formulation or packaging early on, and have a clear path from sampling to mass production.

Top personal care contract manufacturers are not just factories – they are long term product development and manufacturing partners for your brand.

Final Thoughts

The right personal care contract manufacturer can produce much more than your first production run. The right partner can impact product quality, formulation flexibility, speed to market, supply chain stability and ease of scale as demand increases.

Whether you’re developing skincare, body care, hair care, or even a whole personal care collection, working with a manufacturer who understands both product development and the requirements of international brands can make the process a lot easier.

That's where Xiran Skincare comes in.

Xiran Skincare is a China-based OEM/ODM and private label manufacturer that offers brands full services from formula customisation, sample development, packaging procurement, manufacturing, quality control, regulatory documentation, to export project management.

Its business includes skin care, body care, hair care and other personal care categories. Xiran's robust manufacturing capability and flexible MOQ from 500 to 1,000 pieces make it a perfect partner for emerging brands or established brands looking to expand their product range.

FAQ

What is personal care contract manufacturing?

Personal care contract manufacturing means a third-party manufacturer produces beauty or personal care products on behalf of another brand.

Depending on the agreement, the manufacturer may handle much more than bulk production. Services can include formulation, raw-material sourcing, scale-up, filling, packaging, testing, quality control and regulatory documentation.

What is the difference between contract manufacturing and private label

The biggest difference is usually how much of the product already exists before the brand arrives.

With private label, the manufacturer generally offers an existing formula that can be sold under the brand's own name. It is usually faster and requires less development.

Contract manufacturing can involve an existing formula, but it is more commonly associated with custom formulation, technology transfer or manufacturing a formula supplied or owned by the brand.

What products can personal care contract manufacturers produce?

Common categories include skincare, body care, hair care, cleansers, shampoos, conditioners, lotions, body washes, scrubs, oils, men's grooming, baby care and selected hygiene products.

Some larger manufacturers also work with aerosols, wipes, fragrance or OTC topical products, while others specialize in only a few technologies.

How do I choose a personal care contract manufacturer?

Start by checking whether the manufacturer's business model fits your project, not by comparing unit prices first.

For a serious shortlist, I would look at:

product-category experience, formulation capability, MOQ, manufacturing capacity, quality systems, testing, packaging support, regulatory experience and ability to scale.

What is the typical MOQ for personal care contract manufacturing

In the contract manufacturing sector for personal care products, there is no universal standard for Minimum Order Quantities (MOQs); for manufacturers catering to startup brands, the MOQ typically ranges from 500 to 5,000 units per SKU, whereas large, well-known manufacturers often require a minimum of 5,000 to over 50,000 units per SKU.

How long does personal care contract manufacturing take

Products using existing formulas and standard packaging typically have a faster turnaround time. At Xiran Skincare, once the formula, packaging, and production details are confirmed, standard OEM orders usually take approximately 25 to 30 business days to complete. In contrast, fully customized projects take much longer because sampling, formula adjustments, testing, and custom packaging production must be completed before mass production can begin.
