Os 10 principais fabricantes de produtos capilares de marca própria na América do Norte

26 de Junho de 2024

Encontrar um fabricante de produtos para cuidados com o cabelo in North America is not difficult. Finding one that actually fits your brand is.

A startup preparing its first shampoo and conditioner launch has very different needs from an established salon brand transferring a proven formula or a retailer ordering tens of thousands of units. MOQ, formulation ownership, packaging responsibility, testing, regulatory support and production scale all matter as much as the location of the factory.

For this guide, I reviewed manufacturers with verifiable hair care manufacturing operations in the United States or Canada. The focus is on companies that can support branded products such as shampoo de marca própria, conditioner, máscaras de cabelo, óleos capilares, scalp care, leave-in treatments, soros para cabelo and styling products.

The companies below are not ranked simply by factory size. I have looked at them from the perspective of a brand owner asking a more useful question:

Which manufacturer is the right fit for the type of hair care business I am actually building?

How I Selected These Manufacturers

I would not include a company simply because its website contains the phrase “private label hair care.”

For this list, I looked for evidence of actual manufacturing capability, including hair care formulation, commercial production, filling or packaging, rather than packaging-only companies or distributors.

I also considered whether the manufacturer offers some combination of private label formulas, custom development, contract manufacturing, R&D, packaging coordination, testing and regulatory support.

10 Best Hair Care Manufacturers in North America for Private Label Brands

1. KDC/ONE

Best for: Established brands, complex product development and larger-scale programs

KDC/ONE is one of the largest manufacturers on this list and operates across North America as part of a much broader global manufacturing network. Its beauty and personal care capabilities include shampoos, conditioners, detanglers, dry shampoos, masks, heat protectants, gels, sprays, pomades and other hair care formats.

What makes KDC/ONE different from a typical private label laboratory is the depth of the infrastructure behind the finished product. The company combines product ideation, R&D, custom formulation, packaging development, manufacturing, filling, regulatory support and quality assurance. KDC/ONE says it works with around 1,000 brands and co-develops roughly 3,000 products annually across its global business.

Private Label Hair Care Manufacturers in North America

That scale is an advantage when a brand already has meaningful distribution or needs a manufacturing partner capable of supporting a long-term product pipeline.

For a first-time founder testing a single shampoo at a very small quantity, however, I would establish MOQ and project requirements early in the conversation. KDC/ONE does not publish a simple startup MOQ on its main hair care materials, and its operating model is considerably larger than the small-batch laboratories further down this list.

2. Beleza Voyant

Best for: Professional hair care, prestige brands and projects that need serious production scale

Voyant Beauty has manufacturing facilities across the United States and Canada and is particularly interesting if your hair care line goes beyond a basic shampoo-and-conditioner pair.

Its facilities publicly list capabilities covering shampoo, conditioner, styling creams, gels, paste, pomade and non-aerosol hairspray. Some locations also have on-site R&D, microbiological, analytical, product testing and regulatory laboratories.

Private Label Hair Care Manufacturers in North America

The Chatsworth, California facility, for example, is positioned around hair care, skin care, bath and body, with listed run sizes ranging from below 5,000 to 200,000 units depending on the program. The company also operates Canadian manufacturing in Ontario.

That makes Voyant particularly relevant for brands expecting to move into larger retail or professional channels.

When talking to a manufacturer with a large network like this, I would ask which specific facility will develop and manufacture your formula. Capabilities, equipment and practical production ranges can vary between plants, so evaluating the company only at group level does not tell you everything you need to know about your project.

3. Laboratórios RainShadow

Best for: Startups, salons and brands that want to validate a product before committing to a large run

RainShadow Labs is probably one of the more approachable U.S. hair care manufacturers on this list for a young brand.

Based in Oregon, the company offers more than 100 stock hair care formulas across shampoo, conditioner, hair oil, scalp treatments and styling products. More importantly for startups, it publishes unusually transparent entry requirements.

Its Buy Direct program has no minimum order, stock filling begins at 10 gallons, and full custom formulas begin at 25 gallons. Brands can also order small samples before making a larger commitment.

Private Label Hair Care Manufacturers in North America

This creates a practical progression:

test a formula first, move into a stock private label program, and only invest in customization once the product direction has been validated.

There is still a trade-off. RainShadow states that brands are responsible for sourcing their packaging, although it provides preferred vendor recommendations. Semi-custom and fully custom development also involve additional development fees.

For a salon, spa, e-commerce seller or founder who wants to avoid putting several thousand finished units into inventory on day one, however, it deserves serious consideration.

4. Shay Labs

Best for: Emerging brands wanting U.S. production without immediately moving into 5,000+ unit quantities

Shay Labs operates from Woodstock, Illinois and works as a private label and contract manufacturer across beauty, hair care and personal care.

Its current website states that minimums can begin at unidades 500 for qualifying projects, which immediately makes it relevant to smaller brands. Hair care capabilities include shampoo and conditioner systems along with liquids, oils, creams and gels, while its service model can cover formulation, manufacturing, filling and packaging.

Private Label Hair Care Manufacturers in North America

One reason I would put Shay on a startup shortlist is that the company appears to approach projects from a brand-development perspective rather than simply selling bulk liquid. Its founders describe having previous experience as brand owners themselves, which influences the way the business positions its development process.

As with any published “starting MOQ,” do not assume every formula or package can be produced at 500 units. Pumps, bottles, decoration, formula complexity and component sourcing can create their own minimums even when the manufacturer itself accepts a small production run.

That distinction is important whenever you compare low-MOQ manufacturers.

5. Laboratórios Delon

Best for: Canadian manufacturing, professional hair care and brands preparing to scale

Delon Laboratories operates in the Montreal area and has a much broader hair care manufacturing portfolio than the older version of this article suggested.

Its current capabilities include shampoo, conditioner, hair oils, treatments, detangling sprays, curl creams, gels, scalp washes, scalp treatments, masks, serums and pomades.

The company supports private label, custom formulation and contract manufacturing, including formula transfer for brands that already own or control an existing formulation.

Best Hair Care Manufacturers in North America for Private Label Brands

Delon also reports 265,000 square feet of manufacturing capacity across two Montreal-area operations, with 18 production lines. Its cosmetics manufacturing operates under an ISO 22716 quality system, and the company provides regulatory review for applicable projects.

I see Delon as a stronger candidate for a brand that already understands where it wants to go: professional hair care, retail expansion, repeat production or a more structured product-development program.

Its MOQ is not publicly stated, so a startup should establish expected annual volume and first-run quantity before going too far into development.

6. Petra Lab-X

Best for: DTC brands that expect to move into larger retail or North American fulfillment

Petra Lab-X is based in Vaughan, Ontario and has been manufacturing personal care products for more than 30 years.

Hair care is not an afterthought in its portfolio. Petra specifically promotes shampoo contract manufacturing and leave-in hair care, with formulation support for products such as sulfate-free and specialty shampoos.

Its Vaughan operation includes a 60,000-square-foot facility, 12 mixing kettles and 10 filling lines capable of handling different packaging formats. The company also states that its facility is ISO 22716 certified and that it has distribution infrastructure across Canada and the U.S.

Best Hair Care Manufacturers in North America for Private Label Brands

I would consider Petra when a brand wants more than the first production batch. The combination of formulation, manufacturing and fulfillment becomes more valuable when a SKU begins moving from a small DTC business into retail.

Petra describes its MOQs as suitable for emerging brands but does not publish a universal finished-unit number. That is another case where I would ask for the actual minimum based on formula + package + fill size, rather than looking for a single generic MOQ.

7. Nutrix

Best for: Brands that want U.S.-based custom formulation and manufacturing under one roof

Nutrix operates in Salt Lake City, Utah and combines an in-house formulation team with contract manufacturing and private label production.

Its published hair care capabilities include shampoos, conditioners and hair oils. Brands can use existing private label products, modify an established option or develop a custom formula with the company's formulation team.

Best Hair Care Manufacturers in North America for Private Label Brands

Nutrix also handles mixing, filling and packaging and describes its manufacturing facility as FDA registered and NSF ISO certified.

This is a useful model for a brand that has a defined concept but does not yet have its own chemist, manufacturing process or packaging operation.

The company does not publish a universal hair care MOQ on the pages I reviewed, so it is better to request a project-specific quote rather than relying on third-party MOQ claims.

8. Mistura Dinâmica

Best for: Founders who need product development and branding support in addition to manufacturing

Dynamic Blending is based in Vineyard, Utah.

It manufactures shampoo, conditioner, hair masks, serums and hair oils and supports both private label and custom contract manufacturing. What distinguishes its positioning is the breadth of services around production: formulation, package sourcing, brand design, marketing support and fulfillment can all be brought into the same project.

For founders without an established operations team, that can remove a lot of coordination work.

Best Hair Care Manufacturers in North America for Private Label Brands

Dynamic Blending publicly promotes low-MOQ manufacturing, but it does not give a single numerical minimum that applies to every hair care product.

That is not necessarily a negative. In practice, a meaningful MOQ should depend on the formula, manufacturing batch, packaging component and filling configuration anyway.

A pergunta mais útil seria:

What is the lowest commercially realistic finished-product quantity for my exact shampoo, bottle and closure?

9. Laboratórios GAR

Best for: U.S. brands ready for a more conventional commercial production run

GAR Laboratories is located in Southern California and has a long-standing focus on custom hair care and skin care manufacturing.

Its hair care capabilities include shampoo, conditioner, pomade and other private label or custom products, with laboratory development, mixing, filling, packaging and palletizing available through the company.

Best Hair Care Manufacturers in North America for Private Label Brands

GAR clearly publishes a starting production level of 5,000 pieces and up.

That makes the company easy to evaluate.

If you are trying to launch 300 bottles to test TikTok demand, it is probably not your first call.

If your forecast already supports several thousand units per SKU and you want a California-based manufacturer with custom-development experience, it becomes much more relevant.

GAR also holds an ISO 9001:2015 quality-management certification covering development and contract manufacturing of personal hair care and skin care products.

10. ATS Saúde e Beleza

Best for: Canadian private label hair care production, curly-hair concepts and brands comfortable with a 5,000-unit MOQ

ATS Health & Beauty Care is a Canadian hair care manufacturer based in Woodbridge, Ontario.

Its hair care portfolio includes shampoo, conditioner, styling cream, hair oil, masks and products developed for curly and wavy hair. The company provides private labeling, formulation development, contract manufacturing, filling and packaging-component sourcing.

Best Hair Care Manufacturers in North America for Private Label Brands

ATS is also refreshingly clear about one commercial point:

its current inquiry form lists an MOQ of 5,000 unidades por SKU.

That immediately tells a founder whether the project is realistic.

For an established salon brand, distributor or hair care business moving toward retail, 5,000 pieces may be perfectly reasonable. For a first-time founder still validating a concept, it may create too much initial inventory.

Neither situation makes ATS good or bad. It simply makes the brand-manufacturer fit different.

North American Hair Care Manufacturing: Where It Helps New Brands—and Where It Can Be Limiting

There are good reasons for a U.S. or Canadian brand to manufacture close to home.

Communication is easier, factory visits are more realistic, domestic freight is simpler, and a manufacturer that regularly sells into the same market is likely to be familiar with the questions buyers ask about labeling, testing and compliance.

For U.S. brands, MoCRA has made regulatory preparation more important. A FDA afirma that cosmetic manufacturers and processors subject to MoCRA must register applicable facilities, while the responsible person must list marketed cosmetic products and maintain required updates.

Canadian brands operate under a different system. Health Canada requires manufacturers and importers to submit a Cosmetic Notification Form within 10 days after first sale in Canada, along with relevant product, ingredient and manufacturing information.

Working with a local manufacturer can therefore reduce some operational friction.

But I would not assume that “North American manufacturing” automatically means “startup-friendly manufacturing.”

This list shows why.

Shay Labs publishes starting minimums of around 500 units for qualifying work, while RainShadow provides very small-entry stock and bulk options. At the other end, GAR Labs and ATS publicly start around 5,000 pieces. KDC/ONE, Delon, Petra, Nutrix and several others require brands to discuss project-specific quantities.

Packaging can create another problem.

A manufacturer may accept a small liquid batch while your custom bottle supplier wants several thousand bottles, pumps or decorated components. Suddenly the “1,000-unit manufacturing MOQ” is no longer the real project MOQ.

That is why I always recommend asking for three numbers separately:

bulk formula MOQ, filling MOQ and packaging MOQ.

Nem sempre são iguais.

Should a Startup Consider Hair Care Manufacturers Outside North America?

Yes—especially when the brand's biggest constraints are initial inventory, packaging customization or product-development cost.

North America is not the only mature manufacturing base. South Korea has large ODM groups such as COSMAX and Kolmar Korea that support end-to-end product development and manufacturing for beauty brands. COSMAX operates a global ODM model covering formulation and manufacturing, while Kolmar Korea provides ODM consulting from product planning through manufacturing and shipment.

China is another major sourcing route, but it operates somewhat differently.

The advantage for a young beauty brand is often not simply a lower factory price. It is the ability to coordinate formula development, bottles, pumps, labels, cartons, decoration and export preparation through the same supplier ecosystem.

That can make a meaningful difference when you are launching four products instead of one bottle of shampoo.

Where Xiran Skincare Fits for a New Hair Care Brand

Xiran Skincare is based in Guangzhou, China, so I would not include it in a list of North American manufacturers.

It makes more sense to treat Xiran as an overseas comparison option for brands trying to decide whether local manufacturing or a China-based OEM/ODM model better fits the launch.

The main difference becomes clear when you look at the practical barriers a new brand faces.

Xiran Skincare Fits for a New Hair Care Brand

MOQ

Xiran skincare dedicated hair care manufacturing page currently lists a standard MOQ of peças 1,000. Some of its broader stock-packaging programs can start at 500 pieces, although customized packaging may require a higher quantity depending on the bottle, pump or component supplier.

That places Xiran below the published 5,000-piece entry point of manufacturers such as GAR Labs and ATS, while still being higher than some of RainShadow's stock-product options.

For a founder, this can make a four-SKU range—perhaps shampoo, conditioner, mask and scalp serum—more realistic than committing to 5,000 units of every SKU at the start.

Flexibilidade de embalagem

China's cosmetics supply chain gives brands more flexibility when sourcing bottles, pumps, labels and cartons.

Xiran can work with stock packaging, embalagem personalizada or packaging supplied by the client. For startups, using existing packaging usually helps control MOQ and cost, while more customized options can be introduced as order volumes grow.

Custom packaging may have a separate MOQ from the formula itself, so both requirements should be confirmed before production.

Suporte à Conformidade e Exportação

Xiran supports brands with production documents and testing such as COA, MSDS, stability testing and packaging compatibility, as well as regulatory documentation support for different export markets.

For markets such as the U.S. and EU, the manufacturer can assist with the required documentation, while the brand or responsible party remains responsible for meeting local regulatory obligations.

Manufatura e Cadeia de Suprimentos

One advantage of manufacturing in China is access to a concentrated cosmetics and packaging supply chain.

Xiran can coordinate formula development, packaging preparation, filling and production within the same project. Typical production time for approved OEM orders is around 25-35 dias úteis, although custom formulas and packaging may require longer.

Brands should compare the full lead time, including international shipping and customs, rather than production time alone.

North America vs. Xiran Skincare: A Practical Startup Comparison

Fator de DecisãoNorth American ManufacturersXiran Cuidados com a pele
Small first productionVaries widely: some begin around 500, others around 5,000+Standard hair care MOQ around 500~1,000;
Desenvolvimento de fórmulaStrong R&D available from many manufacturersStock, modified and custom OEM/ODM formulation
EmbalagensSome manufacturers provide turnkey sourcing; others expect the brand to source componentsStock packaging, custom packaging and coordinated China supplier sourcing
ConformidadeStrong familiarity with U.S./Canadian market requirementsExport documentation and regulatory-support services; importer/brand still retains destination-market responsibilities
LogísticaEasier domestic freight for U.S./Canadian brandsInternational freight and customs must be included
velocidade de produçãoHighly manufacturer-dependentCertain OEM projects publish roughly 25–30 working-day production after approvals
Melhor ajusteBrands prioritizing local production, easier logistics or larger domestic scaleBrands prioritizing lower entry quantities, packaging flexibility and integrated sourcing

Neither route is universally better.

A U.S. startup launching one shampoo may decide that paying more for nearby production is worth simplifying freight and communication.

Another founder developing shampoo, conditioner, mask, oil and scalp serum may find that the packaging flexibility and lower per-SKU entry requirements of a Chinese OEM/ODM project make the initial range easier to finance.

The right comparison is not América do Norte versus China.

Isto é:

Which manufacturing model gives my brand the best combination of product quality, manageable inventory, compliance, packaging, cash flow and ability to scale?

Considerações finais da análise do Fortune Dragon

There is no single “best hair care manufacturer in North America.”

KDC/ONE and Voyant Beauty make sense when scale, R&D infrastructure and sophisticated production matter. Delon and Petra are strong Canadian options for brands building toward retail. RainShadow and Shay stand out when initial production quantity is a major concern. GAR and ATS become more appropriate once a brand can comfortably support several thousand units per SKU.

And if North American manufacturing turns out to be too restrictive for the first launch, comparing an overseas OEM/ODM partner is reasonable rather than automatically lowering the quality target.

Xiran Cuidados com a pele should be viewed in that context—not as a North American manufacturer, but as an alternative manufacturing model for brands that need a more accessible MOQ, broader packaging sourcing, export-document support and the flexibility of China's cosmetics supply chain.

Whichever route you choose, the manufacturer should fit the stage of your business today while still being capable of producing the product you want to sell three years from now.

Perguntas frequentes

What are the best hair care manufacturers in North America for private label brands?

The best manufacturer depends on your brand size, product range and expected order volume. Larger manufacturers such as KDC/ONE and Voyant Beauty are better suited to established or scaling brands, while companies such as RainShadow Labs and Shay Labs may be more accessible to startups and smaller launches.

Should a startup choose a U.S. manufacturer or an overseas manufacturer?

A U.S. or Canadian manufacturer can simplify communication, domestic logistics and local-market coordination. Overseas OEM/ODM manufacturing can offer advantages in MOQ, packaging sourcing and product-range development. Compare the full landed cost, inventory commitment, development support and compliance requirements rather than factory price alone.

Do North American hair care manufacturers offer custom formulation?

Yes. Many manufacturers offer several development options, including ready-made private label formulas, semi-custom formulas and fully custom development. Full custom formulation usually requires more development time, testing and higher minimum quantities than using an existing formula.

What certifications and testing should a hair care manufacturer have?

Brands should look for manufacturers that follow recognized cosmetic manufacturing standards such as GMP or ISO 22716. Depending on the product and target market, testing may include microbiological testing, stability testing, packaging compatibility, raw-material checks and finished-product quality control.

How much does it cost to manufacture a private label hair care line in North America?

For a small private label hair care line in North America, brands should typically budget around $5,000–$15,000 for 2–3 products using existing formulas and standard packaging. A fully custom line can increase to approximately $20,000–$50,000+, depending on formulation, MOQ, testing and packaging. Custom formula development alone may cost roughly $2,000–$8,000+ per SKU.
